    TALKING CCTV 'PUT ON COUNCIL' BY GOVERNMENT

    The failed £85,000 'Talking CCTV' experiment was forced on the council by the government, councillors claimed this week - despite Southwark’s own report stating it applied for the scheme.

    Community Safety executive member Linda Manchester was forced to defend the scheme, which cost £61,000 to part-install, but was abandoned at a further cost of £24,000 once it was discovered it did not work.

    Eleven sites across the borough were supposed to allow officers to speak directly to the public from a control centre, and enable the public to report anti-social behaviour.

    The ‘News’ exclusively revealed last month that a council report issued in June announced Southwark would abandon the scheme and stated Southwark was one of 23 authorities which applied for it.

    However, in council assembly this week, the Community Safety executive member stated: "The scheme was put on us by the government who gave us the money for them, and we didn't realise what a lot of rubbish it was. When we found out what a hock we had been sold we pulled out of the scheme to save money and not waste more, unlike the government, who throw money at things."

    The scheme was first announced in April 2007, after the council was awarded a grant of £25,000 to get the scheme started. The blue stanchions to hold the cameras were erected a year later, but were allowed to rust after the implementation of the scheme repeatedly stalled.

    The opposition spokesman for Community Safety John Friary said: "First of all she stated that getting rid of it was about value for money, despite spending £85,000 on the scheme. Then she talks complete nonsense about it being forced on them. She also ignored the question asked about testing the scheme in one site before going ahead, and it appears she just does not know what she is talking about on this issue."

    The decision to ditch the scheme was recommended in the June report, which added it would need £104,500, on top of the initial £61,000 spent, fully to implement the scheme, with an annual running cost of £12,000 after it was set up.

    Southwark Council has splashed out £85,000 on Talking CCTV cameras that will never work, and announced this week it will abandon the scheme, which has become a white elephant.

    The two year project has been beset by hiccups, hold ups and difficulties including the council's failures to part test some of the eleven sites, or to check if it worked in other boroughs before they ploughed ahead with the scheme.

    The document released last Friday showed that the scheme has already cost £61,000 and now the cheapest option is to uproot the blue stands - which will set the council back another £24,000.

    Cllr Linda Manchester, the new Communities Safety spokeswoman confirmed the cancellation to the 'News'. She said: "The council has decided to decommission the network and remove the installed help points.

    "Existing camera coverage will remain and there will be no reduction in coverage as only the help points would be removed."CCTV cameras are just one part of a package we use to deter crime - including effective street lighting and patrols by our Community Wardens and the police. The removal of the installed help points has no impact on our CCTV coverage and will not affect the service."

    The scheme was first trumpeted in April 2007 after the Home Office gave Southwark a £25,000 grant to get the scheme going. The stanchions, which hold cameras which would allow the public to interact with officers in a control centre, were erected a year later but have been allowed to rust and decay due to inactivity since that date.
    Cllr Manchester added: "Given the current climate, it has never been more important that we spend taxpayers' money wisely - and sometimes this means we have to make tough decisions, in this case decommissioning Talking CCTV.

    "The installation of Talking CCTV cameras was severely delayed due to a combination of staffing difficulties, problems with suppliers and technical. "In light of the delay we contacted several other local authorities to ask them for their opinion on the effectiveness of the scheme."

    The feedback, gained from four of the 23 participating boroughs, found only Lewisham used the interactive system to speak directly to the public and that the majority of contacts made to the centre were prank calls.

    The other options open to the council were to press ahead with the full scheme, which would initially cost £104,500 and £12,000 a year to operate, or to run a partial service costing £29,000 and £3,000 per annum.

    Southwark Labour's community safety spokesman Cllr John Friary said:  "After spending £50,000 on just fifty bikes for community wardens, wasting £85,000 on talking CCTV which has never even been turned on is another indictment of the Lib Dems’ crime fighting priorities. The Lib Dems were quick to press release these new cameras, but not so quick to get them working or make the real changes to make the community safer.

    "The Lib Dem/Tory executive has basically paid contractors to dig a hole in the ground and fill it in again. These cameras could have made a real difference to a resident in an emergency. It's outrageous that they were never turned on, but bordering on the farcical that they've cost the council tax payer tens of thousands of pounds."

    Of the eleven sites selected all have a blue stanchion, only seven have an operational camera and none have working microphones that connected to monitoring to the observation suite at Borough Police Station.

    TALKING CCTV cameras have still not been installed across the borough, six months after they were set to go fully operational.

    The unique monitoring system, which would enable controllers to speak directly to people committing anti-social behaviour near the hotspots, remain half built, with curious blue erections left where the cameras were supposed to be erected.

    The 'News' reported in February they would also allow members of the public direct contact with the control centre. It was also reported that in emergency situations images could be sent instantly to a police control room.

    Despite the revelation in a council briefing note that the eleven cameras would be up and running in April, none have been erected, with four train stations who were set to receive CCTV coverage for the first time being left without any protection.

    Councillor Paul Kyriacou, Southwark Council's executive member for community safety, said:

    "Southwark Council's commitment to delivering this project has not wavered in any way and the funding is still available. The delay in the project was down to logistical issues, which have now been resolved.

    "The technology will be installed next month with a view of the scheme going operational before the end of this year."

    Southwark Labour's spokesman for Community Safety, Cllr John Friary said: "The Lib Dem/Tory coalition were quite happy to boast about talking CCTV at the beginning of the year, but haven't followed through with a system that actually works. Grabbing the headlines doesn't make people safer, and bragging about your future plans doesn't make one bit of difference unless you follow through with actual action.

    "Southwark is now in the top ten most dangerous places to live in the country; a fact that will be changed not with spin or snazzy press releases, but with concerted and strategic action to tackle crime."

    The four stations not covered are Denmark Hill, Nunhead, East Dulwich and South Bermondsey. Three other units were set to erected in Peckham with additional ones placed in Camberwell, the Blue Market, Russia Dock, and Walworth Road.

    Hi Kam,
     
    Hope you are well.  I've spoken with the current lead on Talking CCTV and he is currently reviewing all sites this week and will be putting together a schedule of works for completion from these visits.  I'll ask that as soon as he has an update to let you know.
     
    With regards to the proposed fencing I hope you received my letter of response which I delivered with Paul Highman last week.
     
    On another note I am sorry to have to say that I will be leaving my position here in Public Realm to begin a new role of Creative Design Team Leader for Southwark Council.  My last day in my current position is this Friday.
     
    I have really enjoyed working with the Councillors, residents and communities within Rotherhithe and wish you the best of luck in the future.

    Dear Friends
     
    Further to my enquiry email  below to Tracy Dickinson regarding the anticipated "Talking CCTV" and Southwark Council's Proposed Fencing next to 46 Somerford Way, I regret to report a resurgence of Reckless & Anti-Social Motorcycles (RAMs) and Rowdy Youth Group activities in RDW throughout yesterday, 13-9-2008 (Saturday).  There were sporadic RAMs activities during daylight time yesterday that accumulated into what sounded like a "High Speed Motorbike Race" with a significant-size rowdy group of young spectators from about 7:45pm to just after 9pm.  The speed of the dispersal of the RAMs and the associated youths gave me the impression that they have been scared away, probably by the police.
     
    Please take this Local Intelligence Report into account in planning future police patrol of RDW and the Downtown Neighbourhood.

    "Gang Outside Cinema Need To Be Tackled"

    NOT SURE if you’re still receiving correspondence about the presence of 15-16 year old boys lurking outside the Odeon Cinema?

    Yesterday my son and his three friends - two girls and one boy, they are 10-11 years old - were asked if they had any mobiles on them, which they all denied. No-one seems to have noticed them. My son said that they were outside when they went in the cinema at 1:30pm, and they were all still outside when they got out at 4:00pm. These young men are wearing hoodies and bandanas over their mouths. Yet the staff at the whole centre, especially the Odeon, haven't noticed?

    Why don't they communicate with the police and get them questioned, searched and moved on? If they appear again, arrest them and bring the kids’ parents to court.

    Why is there no security about? Hollywood Bowl, the bingo and the Odeon should be working together to kick them off. They obviously haven't brought a ticket to view the cinema film outside, so WHY are they just ignored and allowed to plot and cause harm?

    This could have been a different story...

    My son’s first ever trip out without a parent, and it will be his last. I live just two minutes from the complex. I should be able to let my son go and have fun with his friends. But never, ever again without a parent, or parents.

    Cops On Routes To Cut Bus Crime

    NEW police teams are being set up to tackle crime on buses around Elephant & Castle, Lewisham, Peckham and Crystal Palace.

     

    London Mayor Boris Johnson announced this week that, following the success of a pilot scheme earlier this year, 27 new squads will be set up across the capital.

     

    The teams, made up of Met officers, will patrol bus routes in a bid to make travellers feel safer on London’s public transport.

     

    Mr Johnson said: “The most frequent complaint made to me during the election was that local people did not feel safe on the buses.

     

    “Therefore, one of my first actions as Mayor was to introduce new transport hub police teams to kick-start the work of taking back our public spaces, and cutting so-called minor crime.

     

    “These teams have had great initial success, cutting the number of robberies by over a third where they have operated, and I am now working with the Metropolitan police and Transport for London (TfL) to get them rolled to other boroughs where I hope they will have an equally impressive impact.”

     

    The teams were trialled in Canning Town, Wood Green and West Croydon.

     

    According to Met figures, overall crime fell by 16 per cent in those areas following the introduction of the teams.  Robberies fell by 37.8 per cent.

     

    An additional 440 uniformed officers will need to be recruited to create the teams which consist of one sergeant, one police constable and seven PCSOs.

     

    A major recruitment drive for an additional 1,600 special constables to assist the hub teams has also been launched by the Met.

     

    The estimated cost of the teams will be £11.3million in the current financial year with £2.1million coming from the Met and £9.2million from TfL.

     

    It is hoped the teams will be in place during the first half of next year.

     

    Commander Rod Jarman, from the Met, said: “Whilst travelling on buses is generally safe, we’re aware of the impact of antisocial behaviour on people’s lives, and the impact this may have on their ability to travel on the buses.”

     

    PS :  A “Traffic Community Support Officer” was seen on board a Route 381 Bus on 22-10-2008 at 3:30pm on its way from Waterloo to Peckham during the school finishing time.

    MORE than 100 cops will be sent onto buses in a bid to drive down crime and antisocial behaviour.

    Every inner London borough will get a team of 35 officers to concentrate on crime hot spots.

    The move means targeted patrols will be on the buses in Lambeth, Lewisham, Southwark and Wandsworth at peak times and after school to tackle antisocial behaviour.

    Transport for London (TfL) executive Jeroen Weimar said the teams would be made up of about one third police officers and two thirds PCSOs.  He said: "The first teams will hopefully come on stream in April. We have listened to staff and passengers who said what they want to see is a uniformed presence. "In some areas we will concentrate patrols in the late afternoon and early afternoon peak travel times but they will be later in places like the South Bank where the issues are different."

    Existing teams combating graffiti and pick-pocketing on the bus system - Operation Bus Tag and Operation Dip - will continue to work independently of the new officers.

    A spokeswoman for TfL said London's buses carry 6.3 million passengers a day on 700 routes across the capital.

    The teams are already operating in outer London boroughs in teams of about 20 officers.

    Director of Community Safety at TfL Steve Burton said: "We have had five years of targeted policing on the bus network, and the result is that we now have the lowest rate of crime on buses in that time."

    Tracking Down Transport Villains

    POLICE are cracking down on criminals who prey on passengers on public transport.

    Robbers,drug dealers and gangs who strike on trains and buses are among the targets of Operation Chicago 3, which was launched on Tuesday at Elephant & Castle.

    Several arrests were made on the first day of the joint Metropolitan Police and British Transport Police (BTP) operation, which focuses on routes in Lambeth, Lewisham, Southwark, Bromley and Croydon.

    BTP's Superintendent Mark Newton said: "South London has historically had a higher proportion of robbery offences on the railways than any other area.

    "These targeted, intelligence-led operations are aimed at trying to identify and disrupt those criminals who are intent on carrying out crimes on lines of route within the five boroughs."

    A similar operation carried out last year led to 73 arrests.

    Mr Newton said: "In particular,we want to disrupt those groups or individuals who use the transport system to commit robberies or other offences,including those criminals who use the system to travel between boroughs to commit offences. "By working with partners we can ensure that we are not simply dispersing criminals to other areas or to other modes of transport." 

     


    Armed Mob On Rampage in Bowling Alley Car Park

    A HEAVILY armed mob went on the rampage out-side a bowling alley.

    One teenager was left fighting for his life and two more were taken to hospital after being attacked in Rotherhithe.

    Detectives investigating the incidents raided two houses over the weekend and uncovered a stash of weapons including a gun, swords and knives - all believed to have been used at the venue.

    The incident happened outside the Surrey Quays Hollywood Bowl Leisure Park on February 11.

    Cops were called at around 8.50pm to a report of a man being assaulted in the car park. It said between 10 and 12 yobs had piled into him. But police found two more victims injured and an 18-year-old suffering from a fractured skull.

    He remains in intensive care and the teenager's friend was also hospitalised after stepping in to save him.

    By that time all the suspects,including at least two women, had disappeared but their faces were caught on CCTV.

    Officers are now appealing for witnesses to the attack to come forward.

    Four men, aged 18, 20, 22, and 24, all appeared at Camberwell Green Magistrates' Court on Monday and were remanded in custody.

    All four face charges of attempted murder and actual bodily harm. Three are charged with supplying a controlled drug and money laundering, and one is accused of possessing an illegal firearm.

    All four will appear next at the Old Bailey on May 24.

    Kids Found with Fake Firearms

    CHILDREN as young as 10 have been arrested for carrying imitation guns.Armed officers were called after two incidents in Southwark last week.

    The Met's crack CO19 surrounded the gangs of youths at gunpoint in Bermondsey and Surrey Quays. One gang was seen brandishing a gun outside Gala Bingo,Redriff Road. Cops were amazed to find that a 10-year-old was among the gang with the fake firearm outside Surrey Quays Shopping Centre. Officers arrested the five boys - aged 10 to 13 - on February 16.

    A man was arrested after he was caught with a BB pistol tucked into his belt in Marden Square, Bermondsey,on the same day.

    The firearms unit also found a small pot of yellow pellets with the small black Beretta-style gun. Two 14-year-olds in the gang were spoken to by officers and released.

    The move comes after five murders in 11 days in Southwark and Lambeth.

    Deputy borough commander Shirley Tulloch said police would arrest anyone carrying an imitation firearm.

    She said: "Much good work is being done in Southwark with the police and the community,local authorities,churches and schools. "Southwark residents are glad to see the police service conducting extra high-visibility patrols."
