    Please find  a  short piece  about  the fire  safety  work  we  undertake   both in the   Rotherhithe  area and across the  borough 

    The London Fire Brigade have used their resources to provide a broad range of Community Safety Initiatives in Southwark but one of their most popular has been Home Fire Safety Visits (HFSV). In 2006/7 over 1250 HFSV were conducted in the area covered by Dockhead Fire Station, which is responsible for the Rotherhithe Community area.

    HFSV are conducted by both front line Firefighters and our partner organisations and have been so popular because they are designed to provide residents with fire safety information specifically tailored to the individual and their circumstances. Fires in the home are the main cause of fire deaths and getting a smoke alarm (provided free as part of an HFSV), maintaining it and having an individually prepared escape plan can dramatically reduce the risk of death or serious injury.

    There are numerous ways of booking up an HFSV ranging from calling in at Dockhead Fire Station (8 Wolseley Street, SE1 2BP), ringing us free on 08000 28 44 28, emailing us at smokealarms@london-fire.gov.uk or even logging on to the new national e-fire web site and completing a home visit request at https://www.fire.gov.uk/Home+safety/IsYourHomeSafe/HomeVisit.htm .     5)    "Secret Crimes" Pushed Total over 14m a Year  [ Source :  METRO @ 26-6-2007 (Page 7) ]

    The Home Office uses two sets of statistics to measure crime – those recorded by the police, and The British Crime Survey ("BCS"), which is based on people's experiences and is judged to be more reliable. However, BCS ignores many crimes against people who have been repeat victims and caps the number of times a victim can be targeted by an offender at five incidents a year.  Furthermore, it also misses out whole sections of crime altogether. For example, it does not record crimes against under-16s.   

    Criminology professors Graham Farrell and Ken Pease, who wrote the report for Civitas, say the five-crime limit is 'truly bizarre' and 'misleading'. They have calculated that the 'uncapped' crime figure is more than 14 million – 3 million higher than the current 11 million-a-year estimate.

    Many thanks for providing  Kam  with  such  a detailed  response  of the  actions already undertaken and  recommendations  to  further reduce  the  potential  for  reoccurrence.  The significant  reduction in the number of incidents occurring is a  result not only of  the successful partnership between  LBS and the LFB  but of the hard work you have put into the  project.  If  I could just ask that the importance of calling the brigade to all incidents of fire is emphasised. Anecdotal  evidence suggests that a number of  smaller incidents have been successfully dealt with by concerned  residents without the attendance of the  fire brigade.  Even if the incident is only small we should still be called to ensure complete extinguishment and to maintain  an accurate record of the incidents which  in turn  enables us to target preventative measures.

    Following Saturday's terrorist incident at Glasgow Airport, additional security measures are in place at all BAA airports.  Dropping off and picking up in front of the airport is severely restricted and passengers are warned that there may be significant delays in reaching the terminal building by car. BAA strongly recommends that you use the long stay car parks or travel to the airport by public transport.

    In addition, hand baggage restrictions implemented last year remain in place. Just to remind you, passengers are only allowed to carry ONE item of hand baggage. If you need to travel with liquids, they must be in individual containers not greater than 100ml capacity.  They must be placed in one transparent re-sealable bag, no larger
    than 20cm x 20cm (8" x 8"), and fit comfortably inside the bag so it can be fastened closed.

    Environmental Crime & Legal Penalty

    Southwark Council may issue a £75 Fixed Penalty Notice to each household that persistently refuse to recycle household waste as require by legislation.  Residents may be liable to a Court Proceedings and a Legal Fine of £2,500 for failing to pay the Fixed Penalty Notice.

    5)    Downtown Rubbish Bin Raider ("RBR") + Fear of "Identity Theft" & "Identity Cloning"

    Reportedly, the "Downtown RBR" is a black male, some 6'2'' tall who has been seen regularly in the Downtown neighbourhood with his bicycle since some two weeks ago looking systematically into households' rubbish bins.  Shredding of personal documents is recommended before disposal - See Item (4) above for "Southwark Council's Household Waste Re-Use & Recycling Centre".   Local residents were impressed by the prompt and helpful response of PCSO Carl Dyer.

    6)    Serious Flytipping near Downtown Road Entrance to Redriff Primary School, Russia Dock Woodland & Surrey Docks Health Centre

     

    Local Residents, Parents of School Children & Headmaster (Mickey Kelly) of Redriff Primary School, Southwark Council and Surrey Docks Safer Neighbourhood Police Team have worked promptly and collectively that led to positive results from this multi-agency partnership operation.
     
    A Local Resident said : "Phil Murphy (Southwark Council Community Safety Area Officer) has promptly responded to my request for assistance in his usual professional manner and the bulk of flytipping has been quickly removed.  I called and spoke with PCSO Carl Dyer of Surrey Docks Safer Neighbourhood Police Team and then went over to the site to check things out just to find that Carl has already arrived to start collecting evidence for tracing the flytippers."

    We aim to please.   The council takes fly tipping very seriously, not just because of the environmental damage that it causes but also to do with the costs involved with regard to clearance. We will keep you updated on the progress regarding the TV fly tipping.  The council offers a free bulk collection service which can be contacted by calling the Customer Service Centre  020 7525 2000. They will be able to let you know when the collection will be.

    Legal Penalty & Fines

    Failure to comply with the new law will be a Criminal Offence with penalties and fines up to £2,500. Smoking on smoke free premises can attract fines for the smoker and for the manager as set out in the Health Act 2006 :

    • Smoking in a smokefree premises or vehicle :  a £50 Fixed Penalty Notice (discounted to £30 if paid within 15 days from the issue of a notice) or a Court-Awarded Fine  not exceeding Level 1 on the standard scale (up to £200)
    • Failure to display the required no smoking signs in smokefree premises and vehicles :  a £200 Fixed Penalty Notice (discounted to £150 if paid within 15 days from the issue of a notice) or a Court-Awarded Fine not exceeding Level 3 on the standard scale (up to £1,000)
    • Failing to prevent smoking in a smokefree premises or vehicle :  a Court-Awarded Fine not exceeding Level 4 on the standard scale (up to £2,500)

    1)    Tour de France & Associated Events + Rotherhithe Road Closure on 8 July 2007 (Sunday)

    Tour de France

    The Grand Départ of the Tour de France, the world’s largest annual sporting event, will be visiting London for the first time during the weekend of July 6 to July 8 2007. The race will see some of the greatest names in cycle racing fighting it out for the famous Yellow Jersey on the capital’s streets.

    The Prologue on Saturday July 7 is an eight kilometre lap of central London, taking in some of London’s most famous landmarks including Whitehall, the Houses of Parliament, Buckingham Palace, Hyde Park, and finishing on the Mall.

    Stage One, on Sunday July 8, will start in central London, passing close to Big Ben, the London Eye, St Paul’s Cathedral, the Gherkin and then crossing Tower Bridge. The race then travels through Bermondsey, Deptford, Greenwich and Erith before heading out into Kent, where the Tour continues on to the stage finish in Canterbury.

    The riders will be preceded by a huge carnival with floats and vehicles from the race’s sponsors providing music and freebies to spectators. There will also be a range of events happening throughout the weekend to welcome the Tour de France to the capital.

    Road Closures
    The race will be run on closed roads, with the roads closed for several hours (longer for roads on the Prologue route), with some additional parking controls in place on and near the race route. People living on or near the route can visit http://www.tourdefrancelondon.com

    Hi everyone

    Southwark have just launched a new young people’s website for Southwark's Whatever campaign. This campaign aims to get young people involved in helping us develop a new website for young people in Southwark. Responding to the perception that young people (and adults) don't think there's enough to do in the area, the website will provide young people:

    • up-to-date, accurate and comprehensive information on a range of local educational and recreational leisure time activities
    • a way to comment on the activities and on the website
    • a way to access information on other services such as advice and guidance, the local 14-19 prospectus (education and skills offer), local information or targeted support services
    • a way to become engaged in decision-making processes. This may include feedback forms, online surveys or ‘quick polls’.
    •  a platform to tell their own stories and highlight their talents and achievements.

    This new website and an associated magazine will provide the essential tools for the council and its partners to reach young people using a voice they will respond to.

    I have attached a briefing document for you to read more about the campaign and competition for young people's involvement. You can also check out the campaign website at www.whtvr.org

    The "Kids@StaveHill" and "Stave Hill Irregulars" meet on the second Saturday of the month, from 11:30am-3.00pm and 11am-3.30pm respectively.  The "Stave Hill Regulars" meet every Wednesday, 10am-4pm.  Volunteers may do a half or full day.

    Hot off the press! Hedgehog babies at Stave Hill! As you can imagine, I'm very happy about this. Our hedgehogs might cause me untold aggravation by disappearing for days whenever there's the slightest possibility of a photographer on site, and being somewhat slack in the matter of slug clearance from the veg plot, but on the production of these four healthy offspring, all was forgiven. They are currently safely tucked away with their mother in a local residents shed.

    We've had some fantastic volunteer help recently from Betfair, who have replanted around the pond, and built the outhouse walls up to height. The pondwork has repaired the damaged caused by dogs in the pond, and the building work means that we can now start thinking about a roof.

    The last Stave Hill Volunteers Day saw the start of the scything season, with the Orchard receiving some TLC. Kids@StaveHill have created a  beautifully musical totem pole. Well done and thanks to all involved.

    Our next dates are the 7th July, with Stave Hill Volunteers creating flatpack birdboxes or scything the spring meadows. Kids@StaveHill will be making decorations for the fence and the Stave Hill Open Day, which is on Sunday 15th July.

    If you are able to help out on the Open Day, please let me know via email. We will be doing the usual stuff....kid's craft table, making birdboxes, guided walks. And if you're not available to help out, then come along anyway with a picnic, and/or spread the word about this fabulous place's Open Day!

    With one in three people being the victim of credit card fraud, the Home Office has been accused of failing to take credit card fraud seriously following the introduction of rules that mean victims can no longer report incidents directly to the police.  Under rules that came into force in April, it is now the responsibility of banks to decide which offences to pass on for investigation ….. Critics suggested the move was being made to reduce crime figures and demanded a rethink. …….

    A Downtown Resident has conducted a survey and reported 4 serious fires in the vicinity in the last month :

    1)  Burnt out Trees / Shrubs near Russia Walk Entrance to Stave Hill Ecological Park in Russia Dock Woodland

    2)  Burnt out Bus Shelter in Salter Road - opposite Lavender Pond and Bywater Place

    3)  Burnt out Trees / Shrubs at Lady Dock Path near the Redriff Road Underpass leading to Ship York Public House.

    4)  Lady Dock Path – The Wooden Fence of a 3-Storey Residential Block at 40 Shipwright Road was set on fire (allegedly by some 2 youths) only a few steps from its junction with Waterman's Walk in Russia Dock Woodland where there is a Southwark Council’s Public Safety & Crime Surveillance CCTV in operation close to where Mr. Manuel Dessolis suffered a near-fatal youth gang attack on 21-9-2003 (Web Link :  http://rotherhithe.spaces.live.com/blog/cns!FC4C191A8F51F272!118.entry)       

    Additional, some shrubs have been burnt near the Russia Walk Entrance to Stave Hill Ecological Park of Russia Dock Woodland.  The visible presence of a seemingly vandalised wooden fence at the burnt site appears to give the impression that it was no accident but an act of arson or vandalism.  

    Some Downtown Residents, both youths and adults, have recently expressed their increasing concerns of the big number of youths gathering in the neighbourhood, reportedly acting suspiciously at times – Please see Item (6) below for Community Safety tips and contact information.

    Southwark Police has a dedicated “CCTV Evidence Unit (VIIDO) that uses leading technology and forensic techniques for crime investigation.  Please always remember to request a “Crime Report Number” whenever a crime is reported that is required to request the service of VIIDO.   

     


    c)    Reckless & Anti-Social Motorcycles ("RAMs")

    Welcome to the Southwark Events, Tour De France Update

    This July, Southwark is putting on a host of events in celebration of the Tour de France riding through Southwark.

    Below is important information that is being communicated to local residents including information on road closures and events to visit.

    Tour de France
    The Grand Départ of the Tour de France, the world’s largest annual sporting event, will be visiting London for the first time during the weekend of July 6 to July 8 2007. The race will see some of the greatest names in cycle racing fighting it out for the famous Yellow Jersey on the capital’s streets.

    The Prologue on Saturday July 7 is an eight kilometre lap of central London, taking in some of London’s most famous landmarks including Whitehall, the Houses of Parliament, Buckingham Palace, Hyde Park, and finishing on the Mall.

    Stage One, on Sunday July 8, will start in central London, passing close to Big Ben, the London Eye, St Paul’s Cathedral, the Gherkin and then crossing Tower Bridge. The race then travels through Bermondsey, Deptford, Greenwich and Erith before heading out into Kent, where the Tour continues on to the stage finish in Canterbury.

    The riders will be preceded by a huge carnival with floats and vehicles from the race’s sponsors providing music and freebies to spectators. There will also be a range of events happening throughout the weekend to welcome the Tour de France to the capital.

    Road Closures
    The race will be run on closed roads, with the roads closed for several hours (longer for roads on the Prologue route), with some additional parking controls in place on and near the race route. People living on or near the route can visit

    Many thanks for your update.   

    Re the RCSF and achievement of its objectives, I think it, or rather you, should be commended for providing a regular news source to all interested parties which ensures members are kept aware of local community safety issues and responses to these. This information sharing does, I believe, help keep a focus on community safety and facilitate any actions required.     

    It may be beneficial for the future to investigate whether police, local authority / businesses have any funding, or other resource, available for particular projects that they would like to see happen in the Rotherhithe area and to see if the RCSF could help to co-ordinate and deliver these. 

    Daytime meetings are easier for Andy / I to attend although I know are difficult for you – if you ever want to convene a daytime RCSF meeting, which could include a Saturday, then the centre’s conference room is available to use.

    Having read through the ' forum ' I notice a couple of minor articles I have to clarify:

     
    Re "MPS Transport Police Unit" "-unable to deal as we did 10-20 years ago" " due to government cut backs" - This isn't what I said or certainly the way it was meant. What I meant was that police are reluctant, in most cases, to 'chase' motorcycles due to safety issues for the rider, police officer and indeed the public. The rationale behind this is that it probably isn't worth injuring or causing the death of someone who may be acting in an anti social manner whilst riding a moped ! It has nothing to do with 'cutbacks'. What I did say was that over the years, nationally, 'traffic' (now called "road policing" ) units have been in decline . This is due to other areas of technology eg. speed camers etc.  What I also made reference to was that indeed 10 or 20 years ago we did 'chase' motorbikes but don't anymore for the reasons I have stated.
     
    On another issue, I didn't suggest to conduct a ward panel meeting "every once in a while". It may have been someone else but wasn't me!

    3)    Gang Attack on Resident  [ Source : Southwark News @ 31-5-2007 (Page 12) ]  

    Residents in the Downtown area of Rotherhithe have reported seeing a group of 15 to 20 teenagers staging a vicious gang assault on a local resident.  

    Another local resident, a 44 year old woman, is alleged to have got involved with the incident – which took place late on the night of 19-5-2007 (Saturday) – and been assaulted by two older men, a 54 year old and a 30 year old.  

    Police have arrested the two older men and have released them on bail pending further investigation.  

    Kam’s Comments :  The incident has been reported at the last Surrey Docks SNT Meeting on 24-5-2007 (see Item 5(e) of Kam’s Un-official Report) (Web Link : http://rotherhithe0001a.spaces.live.com/blog/cns!13812BBE54BAD78D!443.entry) and serious local concerns have been raised of a similar near-fatal attack like that suffered by 23-year old Manuel Dessolis in Russia Dock Woodland at the junction where Lady Dock Path joins Waterman’s Walk on 21-9-2003 which has shaken the Rotherhithe Community.     4)    Russia Dock Woodland ("RDW") :  Repair of Serious Subsidence of Public Footpath

    Young thugs are to be given the chance to defer paying on-the-spot fines for disorder and shoplifting if they agree a voluntary contract with police to improve their behaviour.

    New powers that came into force just yesterday will give teachers like me the legal right to search pupils if they suspect they may have a weapon. .... But how did we get into this sorry state where schools have to waste precious resources and time on simply checking that pupils are not carrying weapons? Ironically, the law has undoubtedly played a big role in the breakdown of order. With its focus upon children’s rights, it appears to have thrown the pupil out with the bath water. Perhaps most significantly, Corporal Punishment was made illegal in 1986, with teachers being stripped of many other sanctions that they used to apply. ....  In April this year the law changed and now allows teachers to “use reasonable force” when restraining pupils from fighting or misbehaving.  But the law remains murky : in particular, the Human Rights Act means that children can still sue or sack teachers if they feel their “privacy, dignity and physical integrity” has been compromised. .....
     
    Much of the time the teacher is not, however, the target of disruption: it’s bullying and squabbling among a peer group that causes the worst problems, because disagreements can rumble on for weeks, months, years, erupting without warning in classrooms and playgrounds. The internet and mobile phones have aggravated the situation: now a nasty rumour, an embarrassing photo, a cutting remark can be spread around about a pupil within seconds and everyone knows about it. Within this climate, pupils seek revenge. Seven teenagers were murdered in London this year essentially over very trivial remarks: it appeared that they “dissed” or disrespected the wrong people.

    Dear Residents, 

    You may be aware that the Rotherhithe 2007-8 Cleaner Greener Safer Programme is now open for submission of ideas by the public.  

    Ideas will be welcomed from residents, local groups, and people who work in the Borough of Southwark.  

    Projects should meet the criteria of making Southwark either “Cleaner”, “Greener” or “Safer”.  

    Over the 4 years since CGS was launched, projects in Southwark as a whole have included tree planting, other landscape works, ball courts, one off rubbish clearances, planters, fencing, CCTV, Ecological habitat works, play areas, security improvements to community centres, youth facilities,  cycling facilities, park improvements, skateboard areas, sculpture, mart metalwork, murals, lighting works………….. the list is wide. 

    CGS Projects approved in Rotherhithe over past years have varied from under £1000 up to £80,000.  

    The 2007-8 round of CGS for Rotherhithe CC area has been allocated a budget of £ 399,000, (up from £315,000 over the last few years). 

    This year, copies of the Application Form will be shortly be available in libraries, and can also be drawn down via the council website. Please see web link below which will allow you to access the form.

    Applications may be submitted on a “hard copy” of the form, or online to my colleague Charles Mabussi, on Charles.mabussi@southwark.gov.uk .

    The instructions are clearly shown on the form, including the return date of Monday 16th July.

    The form is “universal”, i.e. it can be used for any Community Council area.  

    It will be helpful if applicants can state on the form as realistic an estimate as possible, as to the cost of the project that is being proposed. Sometimes applicants have quotations ready to supply. On receipt of the forms, I and colleagues will check the prices stated, and may decide to increase anything considered to be “too low”. We will endeavour to contact applicants if we consider that changes need to be made to the application. 

    All submitted Application Forms will go through a screening process which is described clearly on the Form.  

    I would be grateful if you would alert your fellow residents and community organisations to the Application Form and closing date by which the Forms must be received here at Projects Team, Chatelaine House. I would particularly be obliged if Kam could include this in his Rotherhithe email community newsletter.

    2)    Rotherhithe Peninsular-wide Wildlife Project Official Launch at Lavender Pond on 2 June 2007 (Saturday) from 11:00am to 4:00pm + "BTCV's Spring into Action - Conservation Volunteers Receuitment Program 2007"
     
    It was a happy and eventful day with some 60 participants (visitors & volunteers) from near and far of different age groups and all walks of life.  Community Channel (Website: http://www.communitychannel.org:80/brought a "Community Bus" to distribute information to help promote "Community-Building" efforts.  The weather was brillant and many local "Wildlife" turned up to lend their support, including all 6 known resident bird spieces at Lavender Pond :  Coot, Grey Heron, Mellard Duck, Moorhen, Muted Swan and Tufted Duck.  The volunteers have worked hard and well together to help build "Nesting Islands" that are intended for Surrey Water.  A selection of photos of this important community-building and eco-friendly event can be accessed via the Web Link http://rotherhithe0001.spaces.live.com/blog/cns!7BC0AE7DB0FCE5EE!419.entry

    Rotherhithe Peninsuilar-wide Wildlife Project : Rotherhithe Community Council's Cleaner, Greener & Safer Funding 2006-7 of £20,000
    T.R.U.E. has been granted 64% of the £31,175 funding they have applied for co-ordinated habitual improvements to the Rotherhithe Community Council Area (Lavender Pond Local Nature Reserve, Russia Dock Woodland, Stave Hill Ecological Park and Surrey Water) by linking up waterways and wildlife corridors as well as promoting community partnerships.  The proposed projects include that to green up the waterways, improve water quality, create nesting habitat for birds, create corridors of species rich grassland and woodland to help achieve national and London Biodiversity Targets (Reed Bed, Sand Martins, Bumble Bees & Reptiles).

    Good News :  Double-digit % fall in "Overall Crime Rate" for both Rotherhithe Ward and Surrey Docks Ward in April 2007 and relative out-performace compared to that of Southwark and Greater London.
     
    Two Major Changes to Report Format : 
     
    a)    An overall reduction of the words and crime statistcs quoted in the written report to help focus on key issues that may not be obvious from the published figures.
     
    b)    Introduction of a new table, "Decrease, Increase or No Change in Annual Crime Rates for the 9 Types of Reported Crime for the last 12 Months" to highlight the key changes, if any, in crime trends and the relative performace of Rotherhithe Ward and Surrey Docks Ward.
